Board of Directors

The Red Deer Housing Authority is governed by a 7 member volunteer Board of Directors. The Board is charged with the responsibility of providing oversight and policy direction to the organization through the performance of these duties which include the following:

(a)   ensuring that the management body it governs efficiently operates and administers the housing accommodation under its authority, and provides accommodation for those persons in greatest need of that type of housing accommodation,

(b)   developing and evaluating the policies and programs of the management body, and

(c)   carrying out the powers, duties and functions expressly given to it under the Act.

The term of office is set for two years. They may hold two consecutive terms. The appointing committee consists of the MLA’s representing the constituencies of Red Deer north and Red Deer south, and the mayor of The City of Red Deer. Senior Management Team

Franklin Kutuadu, Chief Administrative Officer

Franklin Kutuadu was appointed as the Chief Administrative Officer of Red Deer Housing Authority in February 2019. Franklin believes affordable housing is fundamental to improving the well-being of individuals and families. As such, RDHA will continue to play a critical role in increasing affordable housing options in the community through innovative solutions.

Franklin joins the RDHA from the City of Red Deer, where he was the Research and Evaluation Coordinator focusing on the City’s housing and homelessness initiatives. He played a critical role in driving major transformations, including the implementation of the FCSS Funding Model and Red Deer Deer’s System Planning Framework for Housing and Supports as an evidence-based integrated service delivery model. Prior to moving to the City of Red Deer, Franklin worked with the Canadian Urban Institute in Toronto.

Franklin holds a Master of Business Administration from Thompson Rivers University, Kamloops, British Columbia and Master of Science in Capacity Development and International Development, University of Guelph, Ontario, bringing a unique combination of business insight and social expertise to driving systemic change.

Kim Gibson, Manager, Housing Options and Customer Service

Kim leads the Housing Options and Customer Service team responsible for the efficient and effective delivery of our rental assistance programs, and asset and tenancy management of our community housing portfolio. She and her team also work closely with our partners and other stakeholders to leverage community resources to support the most vulnerable in our community.

Kim has a wealth of experience and a proven track record of success in business development and project management, especially in home construction and real estate management. Prior to accepting this position, Kim was co-owner of Homes by Greenstone. Kim holds a Bachelor of Arts Degree in Sociology and Psychology from the University of Alberta, Real Estate Agent License – RECA (Real Estate Council of Alberta), Project Management courses BILD (Building Industry and Land Development Association)
